I. GENERAL

1. RULES

All races will be governed by the Bylaws of the Lake Beulah Yacht Club, The Racing Rules of Sailing 2009-2012 as amended, US Sailing Prescriptions 2009-2012, the rules of the Inland Lake Yachting Association, MCSA, NCSSA, USODA, International Laser Association, and by these Sailing Instructions which, in the event of conflict, shall take precedence.

2. BOAT REGISTRATION

Each yacht shall be registered with a member in good standing with all membership dues current prior to the boat being scored. Races sailed prior to registration will not be scored. A new boat purchased during the season may be substituted for the originally registered boat with no additional fee required. The scores for both boats will be combined. The official lists of LBYC registered boats will be the rosters listed for each fleet on the LBYC web site under the FLEETS button. The Sailing Commodore will coordinate with the Treasurer and the Web Site Administrator to insure that fleet rosters are up-to-date.

3. SCANTLING RULES

All boats participating in any LBYC sanctioned event are required to meet the ILYA scantling rules and the official scantling rules of their respective classes. Either the manufacturer’s weight certificate or the most recent weight and measurements taken at an official class regatta become the boat’s official weight for Lake Beulah sanctioned events. In the case of alterations to an existing boat or a new boat to the lake without a manufacturer’s weight certificate or weight taken at an official class regatta, the owner may make an appointment with the Sailing Commodore to weigh the boat. This boat weight will be official for Lake Beulah sanctioned events until such time as an official weighing is made at an official regatta. In the event that a boat’s conformance with minimum weight requirements or other scantling requirements is brought into question, the costs of any boat weight or measurement protest shall be borne by the loser of the protest.

4. SAIL NUMBERS

In class C and X, the LBYC Sailing Commodore is responsible for assigning sail numbers. A sail number is assigned to a family and that number will be used indefinitely by that family for all fleets as applicable. Should a number not be used in a particular fleet, the number is to be considered reserved by that family unless permission has been granted for the use of that number. The transfer of numbers is not permitted except through the Sailing Commodore.

In all fleets sail numbers shall conform to the National Authority. Sail numbers must match the registered boat number except that a maximum of one consecutive seven-day period of racing will be scored for a boat using incorrect sail numbers. A boat sailing a sail number, which does not match the registered boat number, shall properly notify the respective scorer prior to the start of a race. Thereafter, a boat using incorrect numbers shall receive a DNS for all races sailed with the incorrect number.

5. CO-SKIPPERS

All skippers and co-skippers shall be members of the Lake Beulah Yacht Club. The official lists of LBYC registered co skippers will be in the rosters listed for each fleet on the LBYC web site as stated in section 2 above for the registered boat list.

C Fleet

No restrictions are placed on any skippers. The boat will be scored.

MC Fleet

Only two registered co-skippers are permitted for Championship Series races. The boat will be scored. No other restrictions are placed on the skippers or co-skippers of boats in the Warm up, Wednesday Night, Handicap, and Labor Day series. The boat will be scored.

X Fleet

Two registered co-skippers are permitted for Championship Series races. The boat will be scored.

Laser Fleet

No restrictions are placed on any skippers or co-skippers. The boat will be scored.

Optimist Fleet

No restrictions are placed on any skippers or co-skippers. The boat will be scored.

6. SUBSTITUTE SKIPPERS

A substitute skipper is any helmsman other than the registered skipper or co-skipper. A substitute skipper must be a member of LBYC.

C Fleet

There are no restrictions on substitute skippers in the C fleet. The boat will be scored.

MC Fleet

In the MC fleet championship series, any boat sailed by a substitute skipper, except in a medical emergency, will be scored as if it did not sail. No restrictions are placed on the skipper in the Warm up, Wednesday Night, Stay at Home or Labor Day Series. The boat will be scored.

X Fleet

In the X fleet championship races, the registered crew only may substitute for a maximum of two races. Substitute skippers will be allowed for Wednesday and Warm-up series.

7. CREWS

In an emergency, a non-member of LBYC may be used as a crew up to a maximum of three times a season for classes X and C.

C Fleet

All registered crews in the C Fleet must be members of LBYC. A John Doe membership may be purchased for the C class only. LBYC crew membership requirements do not apply to Wednesday Night racing.

MC Fleet

There are no restrictions on MC crews.

X Fleet

Crews for the X fleet must be LBYC members and have a release waiver signed by a parent.

Optimist Fleet

In the Optimist class, age eligible crews will be permitted.

8. SUBSTITUTE EQUIPMENT

In the event of boat damage that requires professional repair, arrangements for substitute equipment may be made. The Fleet Captain, Fleet Representative, and Sailing Commodore shall be notified.

9. FLEET CAPTAINS

Fleet Captains shall be the spokespersons of the fleets and shall be available to the PRO’s for consultation prior to the start of a race. They shall be elected by the fleets in the MC and C fleets. The X, Laser and Optimist Fleet Captains shall be appointed by the Sailing Commodore. The Fleet Captains shall preside at the Spring Skippers Meeting and Fall Skippers Meetings in the C and MC Fleets. They shall be responsible for notification of the fleet as directed by the Sailing Commodore.

10. CHANGES TO SAILING INSTRUCTIONS

The Board of Directors shall approve all changes in the sailing instructions. Approved changes shall be officially recorded in the Sailing Instructions section in the Lake Beulah Yacht Club Yearbook or in the Mainsheet or via written notification from the Fleet Captain to all fleet members.


II. RACING

1. OFFICIAL RACE

a. An official race is one that has been scheduled and noted in the annual LBYC calendar. Any calendar event changes will be announced in the official LBYC Mainsheet prior to the event, by hard copy and on the LBYC website. Fleet initiated changes must be approved by 3/4 of the C Fleet, by ¾ of the MC Fleet and by the Sailing Commodore before implementation. If not approved by the aforementioned parties prior to the event, the event will not be scored.

b. Except for Laser and Optimist fleets, Club policy dictates that there must be five boats per fleet on the starting line for a Championship race to be official. For other LBYC series a minimum of three same class boats on the starting line shall constitute a race.

NOTES:

The above mentioned handicap races shall normally be the last race of the Championship Series for each respective fleet, but may be changed if race conditions dictate or at the discretion of the individuals in charge of awarding each respective handicap trophy.

The C and MC Fleets have a Saturday and Sunday Series within the Championship Series.

The X Fleet has a Special Series and a Weekday Sidestays Series sailed within the weekday series.

For the 4th of July Series in the event of race cancellations, only those races completed on that weekend will count. In the event that no races are completed on the 4th of July weekend, the two championship race(s) completed on the date(s) closest to the 4th of July will be considered the series. In the event of a tie, the winner shall be the boat that had the best race closest to the July 4th Series.

4. WEDNESDAY EVENING SERIES

Boats may be towed up to the starting line of the race, but the sailboat must come to a complete stop prior to crossing the starting line. The racecourse may be shortened in the case of darkness or lack of wind. There is no time limit. The PRO has the power to assign finishing positions should the completed course not be sailed by all boats provided the first place boat has finished.

5. COURSE DESIGNATIONS

Course combinations shall be sailed as follows:

0# shall be sailed as a complete Olympic course by sailing the triangle then windward-leeward then repeated based on the number following the course, and concluded by a windward leg to the finish.

T# shall be sailed as a triangle as many times as designated by the number following the course designator followed by a windward leg to the finish.

W# shall be sailed as a windward then leeward leg and repeated based on the number of times specified by the number following the course designator followed by a windward leg to the finish.

OT# or OW# shall be sailed as a standard Olympic course being a triangle then windward-leeward and can be followed by either a triangle or windward-leeward as designated and in all cases a final windward leg to the finish.

Gates shall be used at the leeward marks for all windward-leeward courses. Suitable notification of gate use must be made during the starting sequence.

Gates are preferred when 2 fleets are sailing.

NOTES:

a) PRO’s are encouraged to consult with the Fleet Captain on line length and orientation of the starting line and suitability of wind conditions.

b) C skippers prefer to sail a windward-leeward course when permitted by wind orientation on the lake.

c) MC skippers prefer to sail an Olympic course when permitted by wind orientation on the lake.

d) When two fleets are racing together, different courses should be set for each fleet when possible to spread the fleets apart.

e) Optimist racecourses will be set based on sailing proficiency.

6. TIME-BASED RACE MANAGEMENT

a. The maximum time for the first place boat to finish each race will be 90 minutes.

b. A race shall be abandoned if the first boat does not round the first mark within 20 minutes of the starting gun.

c. A race will be abandoned if the first place boat doesn’t finish the race within the 90 minute maximum time limit.

d. A race will be completed either when the last place boat finishes or 30 minutes after the first place boat finishes whichever is shorter. All boats that have not finished when a race is completed will be scored the points for the last place boat that finished within the 30 minute time limit plus 2.

e. With the exception of the Wednesday Evening series for the C and MC fleets, the PRO’s WILL NOT shorten a course in an attempt to make it possible for the first place boat to finish the race within the 90 minute time limit.

f. The Race Committee will collect pertinent race data (course, distance, wind velocity, time first boat finishes, and time last boat finishes.

7. STARTING RULES

a) During questionable racing conditions (examples: lightning, light wind, heavy wind, etc.), the PRO is encouraged to display the H flag on the Signal Boat 30 minutes prior to the scheduled start of a race’s starting sequence and to accompany that with a radio message that will convey the PRO’s plans to the competitors. The PRO will periodically broadcast update messages to keep the competitors informed about his/her current plans for the race. That will make it possible for the competitors to keep their boats out of the water until the PRO lowers the H flag and notifies the competitors over the radio of his/her decision to run the race. Then the competitors must be provided at least 20 minutes to get out to the starting area. During all of this time, the competitors should be passive listeners on the radio and only transmit when asked for a response by the PRO.

b) Average wind conditions must be at least 3 MPH for a race to be started.

c) All fleets have adopted the US Sailing Racing Rules of Sailing, rule #26 “Starting Races” sequence. We do recognize that Optis might deviate from that starting sequence at the discretion of the PRO for each race.

d) Normal Start:

6 minutes: An attention signal of a short series of SOUNDS may be used at one minute to the start of the sequence.

MANDATORY: Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded.

5 minutes: Class Flag UP with SOUND. This is the fleet’s Warning Signal.

4 minutes: I Flag UP with SOUND (unless Black Flag or Z Flag starting penalties are in effect) See Rule 30 for clarification on starting penalties.

3 minutes: Countdown continues.

2 minutes: countdown continues.

1 minute: I Flag (or Black Flag or Z Flag) Down with a LONG SOUND. One-minute rule is in effect. Fleet has one minute to start.

0 minutes: Class Flag Down with Sound. Start for fleet.

e) For all races, boats may use any means of propulsion up to within 3 boat lengths of the starting line of the race, but the sailboat must come to a complete stop prior to crossing the starting line. This provision shall NOT apply to any boat found to be within 3 boat lengths of the starting line within 10 minutes prior to the start. The intent of this rule is to provide a fair opportunity to boats starting late, not to gain an advantage.

8. CHANGING THE NEXT LEG OF THE COURSE [RULE 33(a)]

LBYC will use hailers as a means of notification to sailors of the direction of mark change. Notification shall be from the Signal Boat or Judges Boat situated at the leeward mark by means of display of flag C, repetitive SOUNDS and may display either a GREEN triangular board for a change to starboard or a RED rectangular board for a change to port.

9. CAPSIZE RULE

A skipper may, after a reasonable effort on his part, request aid in righting his boat and may continue the race without penalty.

10. LIFE JACKET USE

In the Laser, X and Optimist Fleets, life jackets will be worn AT ALL TIMES. Wet suits and dry suits are not adequate personal buoyancy. Each competitor is individually responsible for wearing personal buoyancy adequate for the conditions.

11. USE OF RADIOS

The use of VHF radio is permitted in LBYC sanctioned events for the C and MC Fleets. Radios will be used to hail premature starts on channel #72. X Fleet is prohibited from using radios on the water.


III. PENALTIES / REDRESS

1. PENALTY SYSTEM

The two turns penalty, rule 44.2, shall apply for all fleets.

After leaving the course area, but before the protest hearing, a boat may accept a 50% scoring penalty applied in accordance with rule 44.3.

2. PROTEST PROCEDURE

All protests must be filed in writing within 24 hours of completion of the race with the Vice Commodore, Rear Commodore or Fleet Captain.

Each protest will be heard by at least a three-member panel of judges selected by the Sailing Commodore from the Protest Committee. The Protest Committee will be qualified sailors and/or other qualified persons who will be selected by the Sailing Commodore.

Each protest shall be heard at the Yacht Club at a time agreed upon by the selected panel of judges and the involved competitors. The results of the hearing shall be reported immediately to the Scorer by the Chief Judge.

3. RULES OF CONDUCT

Rule 69 – will be strictly enforced

a. Abuse of a Race Committee Member: A 50% penalty may be assessed against any boat by a member of the Race Committee, if, in the opinion of the Race Committee member, the skipper or crew of the offending boat has verbally abused him. A protest must be filed.

b. Foul or Abusive Language: Any skipper or crew using foul language (on or about the racecourse) that is heard by a Race Committee member may receive a 50% penalty. A protest must be filed.

c. Any Subsequent Violation of A or B above may result in a DSQ for the season. This action is subject to review by the LBYC Board.

d. Physical Abuse of Anyone – crew, another skipper, a Race Committee member or anyone else – may result in a DSQ for the season. This action is subject to review by the LBYC Board.

4. INTERFERENCE DURING A RACE

Registered boats may enter races only with the fleet within which they are registered and, when not racing, shall not interfere with a boat that is racing as specified in rule C2.9.

5. REQUESTS for REDRESS/APPEALS PROCEDURE

Rule 62.1 covering a request for redress shall be followed. Such a request must be filed in writing within 24 hours of the race with the Vice Commodore or the Rear Commodore.

The appeal process, rights and other procedures as outlined in US Sailing rules 70 and 71 will be followed.


IV. SCORING

1. SCORING SYSTEM

Unless otherwise communicated in the Mainsheet prior to the first race of a class series, the standard scoring method for all fleets and series will be the Low-Point Scoring system (except for the C Fleet which prefers an Alternate method wherein the first place boat is awarded .75 point and all subsequent boats are scored with the Low Point scoring system), as defined in US Sailing Racing Rules of Sailing 2009 - 2011, Appendix A. Ties will be resolved under the provision of Appendix A Rules A7 and A8.

2. DNF UNDER TIME BASED LIMITS

All boats that have not finished when a race is completed at the time limit will be scored the points for the last place boat that finished plus 2.

3. DNC, DNF and DSQ Scoring

A boat that did not compete, did not finish or was disqualified shall be scored points for the finishing place one more than the number of boats that came to the starting area.

4. THROW-OUT PERCENTAGE

For applicable LBYC series only the boat’s best percentage of the races sailed will be scored. The standard Throw-Out Percentage is 24.9%. If different than 24.9%, as determined by the fleet prior to the first race, the alternate Throw-Out Percentage must be communicated to the registered sailors prior to the first race of the series. The alternate Throw-Out Percentage will be published on the LBYC website or in the Mainsheet.

5. RACES SCORED

The number of races to be scored for each boat in each series is determined by multiplying the actual number of races sailed by the fleet times 1 minus the Throw-Out percentage for the series. All fractions shall be rounded to the nearest whole number.

6. SHORT SERIES SCORING

The Throw-Out percentage scoring system does not apply in a series comprised of less than five races.

7. WEDNESDAY NIGHT DNS POINTS

Wednesday MC and C DNS points will be determined based on the number of participating boats, i.e. DNS points will be based on the number of boats that have sailed at least one race of the first three races of the series.

8. AVERAGE POINTS

Average points are calculated on all actual races sailed after throw-outs and are calculated after a racing series is completed.


V. INDIVIDUAL FLEET INSTRUCTIONS

C FLEET

1. Maximum wind conditions of 25 MPH steady or gusts of up to 28 MPH, if exceeded, the race should be called off or cancelled.

2. A W4½ is the preferred course for all individual races. First races of back-to-back races in the Championship Series shall be W3½.

3. W3½ is the preferred course for the second race of back-to-back races, and those second races should only be sailed when average winds are within a range of 7 to 17 MPH.

4. Alternative wind limits may be determined by the fleet prior to the first race and shall be communicated to all registered sailors prior to the first race of the series.

5. Average Points

a. Any sailor who is a parent of a youth sailor and attends a youth sailing event in which his/her child is participating shall receive average points for any LBYC race missed.

b. A sailor who is a Race Committee member at an off-lake regatta shall receive average points for any LBYC race missed.

c. Any sailor who is a Race Committee member or a Safety Boat on Lake Beulah shall get average points for any LBYC race missed.

d. The above procedures apply to a maximum of THREE EVENTS. A written (or e-mail) request must be submitted to either the Vice Commodore or Fleet Captain.

MC FLEET

1. Divisions: The Championship Series will be sailed with four divisions: Open, Masters (50 and over), Grand Masters (60 and over) and Senior Masters (70 and Over). Age is determined as of the date of the Spring Fleet Meeting. Wednesday Evening Series will be sailed with two divisions: Open and 50 and over Masters. All other series will be sailed as Open only.

2. In the MC Fleet if co-skippers are registered, the boat will be scored in the lowest division e.g. if one co-skipper is a Master and the other co-skipper is a grand Master, the boat will be scored as a Master.

3. Any sailor who finishes 1st to 5th in the Open Division is ineligible to also receive a Masters, Grand Masters or Senior Masters Trophy. Awards for Masters, Grand Masters and Senior Masters will be made only to Fleet members in those divisions.

4. Reasonable use of substitute sails and boats will be permitted once for the intent of experimentation only. The use of substitute equipment shall not be permitted in the last two scheduled races of the Wednesday and Championship series, or in the last race of a short series. The Fleet Captains Signal Boat and the PRO of the individual race shall be notified prior to the preparatory signal. The score sheets shall be clearly marked to indicate the skipper sailing with substitute equipment.

5. Average Points

a. Any sailor who attends an off-lake MC regatta shall receive average points for any LBYC race missed.

b. Any sailor who is a parent of a youth sailor and attends a youth sailing event in which his/her child is participating shall receive average points for any LBYC race missed.

c. A sailor who is a Race Committee member at an off-lake regatta shall receive average points for any LBYC race missed.

d. Any sailor who is a Race Committee member or a Safety Boat on Lake Beulah shall get average points for any LBYC race missed.

e. The above procedures apply to a maximum of THREE EVENTS. A written (or e-mail) request must be submitted to either the Vice Commodore or Fleet Captain.

6. A yacht must sail in a minimum of 51% of the races in a series to qualify for trophies in that series.

7. Maximum winds of 20 MPH within 10 minutes prior to the starting sequence 2 20’s within 10 minutes will cause the race to be abandoned.

8. During a race two readings of 20 MPH or higher within a 10 minute period shall cause the race to be abandoned.

9. At least 1 boat in addition to the PRO’s Boat will be required for all MC races for safety purposes, or Lifejackets must be worn in order to run a race.

X FLEET

1. The Special X race scores shall constitute a separate series with the following specifications:

a. The winner of the previous seasons Special X Series will not be scored.

b. The top three finishers in the previous season’s Championship Series will not be scored.

LASERS FLEET

1. The Weekend Championship Series is open to all LBYC sailors.

2. For all series, the Lasers will use the same starting line as the optimists and will start first.

OPTIMIST DINGHY

All Optimist fleets:

1. All races will consist of two fleets starting from the same line. Red, Blue, and White Fleet will start five minutes after Lasers and then Green Fleet will start 5 minutes after Red, Blue, and White. Any sailor may choose to sail the long course, but any sailor who chooses the short course must be “Green’ fleet eligible. Each sailor must designate before the start of the series which course he/she will be sailing for the entire season.

2. Lifejackets must be worn while on the water.

3. No swimming in the lake off the boats while racing is in progress or between races will be permitted. For all Championship races, Green included, racing rules will be followed.

4. Any changes made at the spring fleet meetings will take precedent over the rules as published here.

5. For shortened course (Green Fleet) sailors, the following rules should be familiar:

a. Starboard boat has rights over port boat

b. Windward boat keep clear

c. Overtaking boat keep clear

d. Buoy room at the leeward mark

e. No barging

f. Rule 42.2 NO PUMPING, SCULLING, ROCKING or OOCHING.

These rules should be familiar to the sailors— however, protests are discouraged. If a major infraction of a rule has occurred, it is up to the skipper to notify the violating boat to perform a 720-degree turn. If that boat refuses, and the violation is witnessed by a Race Committee member, the Race Committee member may hail the sailor to do a complete 720-degree turn in a safe area and then the sailor may continue sailing. There is no penalty for hitting a mark in the Green Fleet.

Red-White-Blue Fleet:

1. For all races, no coaching is permitted. Emotional, physical, or medical assistance is always permitted.

Green Fleet:

1. A sailor is Green Fleet eligible if he or she has not, in the year of the series:

a. Sailed more than three Red-White-Blue races, or

b. Sailed in a Red-White-Blue regatta.

2. Green fleet OPTIs are required to have adequate bumpers that cover the front and the front corners in order to be scored.

3. Coaching:

a. There shall be no coaching for the championship series Green Fleet.

b. Coaching is permitted in Green Fleet for the Friday series only for those boats on the bottom 50% of the race. Friday races coaching will be provided by the instructors of the Lake Beulah Sailing School or their designees. Coaching is limited to boat handling and getting a boat around the course. The designated coaches will have a flag identifying them as the persons allowed to coach. If the PRO or instructors see a violation of this rule, the first step shall be a warning upon which the offending party shall retire from the immediate area of the competition. A second warning may result in a protest where if the offending party is found to have broken the above rule, the offending party will be disqualified from the race.

4. Race Committee members will call out the time before the start in half-minute intervals. Any boat which starts early will be hailed to re round the starting line. The one-minute rule will be in effect on all starts. Towing will be permitted until 30 seconds before the start.
